In accordance with Robert's Rules of Order:
The first person named to be on a committee is the committee chair. In the absence of that person, the next-named member becomes the committee chair and so on

• Any two members of the committee can call for a meeting if the committee chair is absent or declines to call a meeting.
• A written committee report should be signed by every member of the committee who concurs with the report.
• The BIHOA’s president shall be an ex-officio member of every committee. The intent is such cases are to allow, not require, the president to act as a member of the various committees.
